Paypal - Buyer Protection work?

Paypal, which is the recommended payment method (and held) from Ebay ...

How it works:

Basically you register for free on the site, you register a credit card (even Posepay). When you pay someone by Paypal, the company takes the money from our credit card on file and passes them to the seller, without disclosing credit card details.

What's the catch? There is no scam

for buyers. Paypal is a company well-known, solid and serious. It is not at risk. But the seller has a fee: € 100 you buy, the seller receives 96, the rest is "tip" ...

Program Buyer Protection:

pain starts here for those who buy. This program hides some highly publicized little "unfair term" (pass me the term ...) or some fregaturina ...

First we talk about a free service that allows its customers Paypal: if you buy something and that something does not arrive, or not as he had bought, then Paypal will refund you ... (Applause please)

Frankly, this service also confident I've always preferred to pay with Paypal when I buy ... but recently I discovered that all is not so simple.

I bought a house used on Ebay. I paid through Paypal. I received a very damaged homes due to inadequate packaging. The seller refused to refund me. I opened a complaint with Paypal.

These are the facts. Paypal at some point contacts me and tells me that I MIGHT (note the conditional) to be eligible for a refund, but I have to return the case at my expense to the seller. We

2 accounts: Cost of Homes

15.00 € 12.00 € Shipping to me

============ Total return it
27.00 € 9.10 € (Pack Swift 3)

============ Total € 36.10

After I posted I spent € 36.10, I would not object (Not damaged), and I would be waiting for the decision to Paypal. Decision may not grant the refund of Ebay only location, then 15.00 euros, or the sum of all Auctions ... € 27.00

this one if the seller still has funds in your Paypal account, because if the seller has moved money in the bank, Paypal does not refund anything!

What? That is, I rispendere € 9.10 for it back, and still do not know if I would reimburse, it's because, if they fail to do so because the funds may not be available ?!?!? But that protection program is that??

In conclusion: attention to the public, the protection is there but ONLY IF ... and now I wonder, but if I had spent € 800 (eg a laptop) and had not arrived, the days pass and open a complaint with Paypal, meanwhile, the seller moves on from Euri Paypal account to bank account. Paypal decided that I'm right and I have to get back the money, but the seller's account there are only 3.00 Euro ... I doing?

Yes sure, I can pursue legal action, but all the publicity on safety, my protection ...
